It seems that whomever tinkered with this before forgot to put the little metal lever back into its slot, the one that's triggered by the play button. I think they also assembled the clutch gear assembly wrong, I had to flip the little spring in there. After putting those back to their places, the machine runs much happier, as am I. Now, onwards to LEDs! Thanks again, Deb, for troubleshooting and providing so much support and information!

Just finished checking the chip, I am getting 5.97V, on pin 8, not quite 6V. Also no power on pin 9 what so ever. As for the other pins that needs 2.1, I get 1.9 instead. Is this a damaged chip?

Glad to hear that you have the take up spool drive sorted out.
Regarding the LEDS, I would check that you have 0V on pins 6 and 7 of the TA7654P chip. If you have then I think the most likely problem is the chip.

Thanks for the hastly reply, Deb, really appreciate it. I think I tested the voltage wrong previously with my meter?(I'm not sure) Sorry, im still a bit new when it comes to using a multimeter.

Here are my new readings: When I have the red probe touching the red wire right under the chip, and black probe touching the pins, i get 5.9V on all the pins except pin 8 to 13. On pin 9 there are 0.2V present. If I used my meter wrong again please let me know how I can use it properly, apologies and thank you.

The voltages shown in the service manual are all referenced to OV or ground. You need to connect the black probe (meter ground) to OV on the walkman. On the meter board, this is where the black wire connects to the board next to pin 7 of the TA7654P. Then use the red probe to measure the voltages on the other pins of the chip.

Thanks for the reply Deb. Seems like I did it right the first time around. I was a bit confused as you mentioned to check for voltages on pin 6 or 7, when I have ground pin already on pin 7. So I assumed I did something wrong. Maybe I misunderstood your meaning when you asked for voltages on pins 6 and 7; did you mean to connect the probes to pin 6 and 7 or separate readings for both pins? If you meant the first then the reading is 0V. Thanks.

I would check both pins separately, just in case you have a cracked PCB track or a dry solder joint. They are unlikely but not impossible.

Update: Good news! I decided to take a gamble and bank on the fact that I had a faulty TA7654P, So I ordered one. I have received the chip today and after getting that on there, I now have a functional peak meter!

I think it's functional, but I feel like it should be more sensitive. When I play some of my tapes that have been recorded with high levels, it doesn't show that much action on the meter, doesn't even go pass 3. I wonder if there is a pot where you can adjust the sensitivity of the meter?

But that's not really necessary, as I'm perfectly happy with it now. Thank you so much everyone for the support, especially Deb64. I have learned so much from doing this, and I appreciate all the support!

I do have some future plans for this machine. I plan on changing the LEDs to green/orange or green and orange some time in the future. I'll be sure to update you all then! Thanks again!

Thanks for the update. I'm glad to hear that the new chip has fixed the meter issue.
There is no separate adjustment for the meter sensitivity. It sounds as if the playback levels may be low and need re-calibrating however you will need an alignment cassette and a means of measuring the output levels to do this.
Well done on getting it working and I'll be interested to see the new LEDs if and when you replace them.

Thanks for the reply Deb, and thanks for all the help you've provided. I will check the service manual on adjusting the play back levels. I will make sure to upload the photos if the LED mod turns out successful. Thanks again!

Here it is! I have changed the LEDs! They turned out exactly how I wanted them to. I've included two pictures, one in natural light, and one with lighting. Of course, I'm recording with peaked out signals. I originally wanted to go with orange instead of red but after trying it on I did not like it as much as I thought I would. they don't fit well with the red letterings near the indicator. I think I'm going to get some more LEDs with a darker shade of green, closer to the green that's on the player. But I like this green as well, I think this colour was on a lot of decks.

It was pretty easy, I just bought LEDs that had similar voltage and current ratings and modified the enclosure with a dremel/grinding disk. I then filed them down to do some fine adjustments to their size, finally I did some slight polishing to the top(the only part that's showing) and voila!
